Priority Materials Office (PMO), comprised of approximately one hundred Military and Civilian personnel operating from 12 global locations, provides full spectrum material management and information for Issue Priority Group One requisitions for all Submarine and Surface forces as well as deployable Marine and Coast Guard units.
Department of the Navy high priority supply chain management (SCM) software was initially developed in Oracle Forms. Network infrastructure and security procedure changes required a new application.
As part of a team of 6 developers, designed and developed service-oriented architecture utilizing/leveraging new and existing technologies. The application was developed using C#, ASP.Net, .Net framework 4.0, extensive use of AJAX, JQuery, WCF Web Services, LINQ, Microsoft Enterprise Library Application Blocks, Websphere MQ, ORACLE 10g, MS SQL2005, SSRS, SSIS. The application integrated with multiple external DOD applications and public companies to exchange information via Web Services, and other techniques when Services were not available (DLA, SPAWAR, ERP, FedEx, UPS, etc.)

As part of a team, designed a solution using C#, ASP.Net, .Net framework 2.0, SQL 2000 utilizing Microsoft Enterprise Library Application Blocks following a façade, factory design pattern to support the development of several applications designed to monitor and manage a wide range of health services including Birth Defects, Early Hearing Detection, and Lead & Genetics Surveillance. Some of the deliverables aside from software included Software Requirement and Specification document, User documentation, administrative documentation and disaster recovery documents.
Washington State Department of Health, Electronic Laboratory Reporting [ELR]
Delivered a .NET-centric Public Health Reporting of Electronic Data (PHRED) solution utilizing Microsoft BizTalk Server 2004, C#, ASP.Net, .Net framework 1.1, Microsoft Enterprise Library Application Blocks, SQL 2000. The application receives HL7 lab result files from 300 hospitals/labs and enhances the information with other meta data (GEO, LOINC, SNOMED codes) redistributes information to the appropriate public health organizations.

Roles and responsibilities included gathering requirements from customers and creating formal technical specifications. Designed and developed Voice Response applications for banking customers and internal HR users. Technology included IBM’s Direct Talk running on RISC 6000 servers and integration of mainframe, UNIX boxes, ATT switch and integration of UNIX VRU boxes and PeopleSoft’s HR software. Wrote test scripts using VBA and Hammer Technologies and automated testing server for all VRU applications.

Clinical trial management system (CTMS). Responsibilities included gathering customer requirements, creating technical specifications, and developing components, data modeling, and QA/Testing. As part of a team, developed and managed the software for the clinical data. Data was received via FAX/OCR based software, Interactive Voice Response System (IVRS), ASCII file, and paper forms. Developed software for interfacing to the appropriate database using the following technologies: extensive use of T-SQL, RDO, DAO, OLE Automation/Type libraries, ODBC, COM. The IVRS application was developed in Visual Basic and integrated with a third party OCX from Visual Voice and a voice board from Dialogic.
